Who You Are
You’re a federal contracts professional equally at home in the FAR and in a rate buildup. You’ve spent years guiding government contractors through GSA Multiple Award Schedule (MAS) submissions, modifications, and negotiations, and you can just as confidently shape a cost volume, build a wrap rate, and defend pricing assumptions to a Contracting Officer. You’ve made a business of bringing this expertise to firms that can’t staff it in-house full-time, and you know how to plug in fast, deliver, and manage your own scope and hours.
Your superpower is translation: turning regulatory requirements and pricing math into clear, practical guidance a business owner can act on. No legal jargon, no black-box spreadsheets. This is a doing role as much as an advising role: you’ll work with the client’s team to draft the mod, build the model, and write the narrative.
Who You’ll Serve
Summit’s small and mid-sized GovCon clients: firms with strong capabilities and real contract wins, but no in-house contracts department or pricing team. One missed compliance obligation or a badly priced bid can hurt these companies in ways a large prime would barely notice, which is exactly why they lean on Summit for expertise they can’t justify hiring full-time.
Some engagements are solo: just you and our client contact, getting it done. Others are collaborative, working alongside Summit teammates who serve the same client on proposals, BD strategy, marketing, or team training - especially our retainer clients, who have deep, integrated, multi-year engagements with us.
What You’ll Do
GSA Multiple Award Schedule (MAS)
- Lead GSA MAS submissions, including initial offers, options, and refreshes
- Prepare and manage MAS modifications: administrative, pricing, scope, SIN, labor category, and terms and conditions changes
- Guide clients through GSA's shift to mandatory Transactional Data Reporting (TDR) under MAS Refresh 31
- Support GSA negotiations, including pricing discussions and responses to Contracting Officer feedback
- Guide clients on ongoing MAS compliance, maintenance, and reporting
Pricing Strategy + Cost Volumes
- Develop pricing strategies for federal pursuits across services, products, labor categories, and contract types (e.g., FFP, T&M, CPFF)
- Build task order pricing strategy for work competed under a client's existing vehicle (GSA MAS, IDIQ, GWAC, MAC, BPA) – right-sizing rates for repeat, order-level competition
- Build compliant pricing volumes: cost proposals, labor category structures, rate tables, bases of estimate (BOEs), wrap rates, and price narratives that support cost realism
- Conduct price-to-win analysis sized for small-business needs, using competitive research, labor market data, and public sources
- Advise on indirect rate strategy: fringe, overhead, G&A, fee, and wrap-rate optimization
- Deliver rapid-turn pricing support on the short timelines typical of small-business proposals and task orders
Contract Advisory + Proposal Support
- Advise owners on contractual decisions, risks, and obligations, applying FAR and DFARS to real-world scenarios
- Guide clients through contract modifications, option exercises, renewals, novations, terminations, and compliance actions
- Draft and review Small Business Subcontracting Plans aligned with solicitation requirements and applicable FAR/DFARS clauses
- Support contract-related proposal sections, representations and certifications, and compliance reviews
Compliance + Risk Management
- Review contracts for compliance gaps, risk exposure, and regulatory concerns
- Advise on SBA size standard compliance, recertification triggers (mergers/acquisitions, option exercises), and affiliation risk as clients grow, team, or pursue joint ventures on set-aside work
- Support audits, Contracting Officer requests, and post-award administration
- Monitor changes to FAR, DFARS, and federal contracting policy, and flag what matters to clients early
What You’ll Bring
- 8+ years of hands-on experience in federal contracts administration, pricing, or advisory roles
- Demonstrated experience supporting GSA MAS submissions, modifications, and negotiations
- Deep working knowledge of FAR and DFARS, applied to both proposals and post-award administration
- Proven ability to build compliant cost/price volumes with BOEs, indirect rates, wrap rates, and cost realism standards
- Experience drafting and reviewing Small Business Subcontracting Plans
- Working knowledge of SBA size standards, recertification requirements, and affiliation rules for small business and set-aside contractors
- Fluency in federal market and pricing tools: SAM.gov, USASpending, GSA eLibrary, and CALC
- Experience supporting small and mid-sized government contractors
- Ability to advise business owners and executives with confidence and clarity
- Strong analytical and Excel modeling skills; sharp attention to detail under tight deadlines
- 2+ years working as a freelance / 1099 consultant in a remote setting
Bonus Points if You Have
- NCMA certification (CFCM, CPCM) or APMP membership/certification
- Experience with large contract vehicles: IDIQs, GWACs, MACs, on-ramps, and recompetes
- Experience pricing federal work for both services and products
- Familiarity with market intelligence platforms (GovTribe, Bloomberg Government, Deltek, etc.)
- Experience delivering training or explaining pricing and contracts concepts to non-specialists
- Exposure to CPSR reviews or DCAA/DCMA audit support
- Familiarity or proficiency in our tech stack: Asana, Harvest, Microsoft Teams/SharePoint
Compensation
Hourly rates vary based on experience and scope; we work with independent consultants across a range of market-competitive rates. This is project-based work, so hours are not consistent or guaranteed. Workload is flexible and as-needed, with the expectation of high responsiveness during project cycles.
